The contemporary history of South Korea has been a long and painful struggle against military dictatorships since colonial liberation to establish civil liberties and democracy. In this historical background, Korea Democracy Foundation was established to commemorate the history of the democratization movement at the national level and to carry on its spirit. In 2024, KDF will open the National Museum of Democracy and Human Rights, a democracy and human rights education institution, in Namyeong-dong, the site of state violence and human rights abuses during the dictatorship, including the fabrication of various public security cases and torture.
Despite the achievements of democratization, there is still a lack of social consensus on the content and methods of citizenship education in South Korea. In this session, we will look at examples of integrated citizenship education curricula from overseas, as well as examples of citizensihp education curricula at the Democracy and Human Rights Memorial Center. Through this, we will reflect on the history of the democratization movement and the prerequisites for implementing a living democratic citizenship education, and provide a rational basis for the debate on citizenship education in the South Korean society.

대한민국의 현대사는 식민지 해방 이후 오랜 군부독재에 대항하여 길고 고통스런 투쟁을 통해 시민적 자유와 민주주의를 정착시켜 온 과정이었다. 민주화운동기념사업회(Korea Democracy Foundation)는 이러한 배경위에서 민주화운동의 역사를 국가 차원에서 기념하고 그 정신을 계승하기 위해 설립되었다. 2024년에는 독재정권 시절 각종 공안 사건을 조작하고, 고문을 자행하는 국가폭력과 인권유린의 장소였던 남영동 대공분실을 민주주의, 인권교육 기관인 민주인권기념관으로 개관할 예정이다.
민주화의 성취에도 불구하고 대한민국에서는 민주시민교육의 내용과 방법에 대한 충분한 사회적 합의가 이루어지지 않은 것이 현실이다. 본 세션에서는 해외의 민주시민교육 통합 교과과정 사례와 함께, 민주인권기념관에서의 민주시민교육 교과과정사례를 살펴보고자 한다. 이를 통해 민주화운동 역사의 현재화와 살아있는 민주시민교육을 펼치기 위한 선결 과제는 무엇인지 생각해보고, 나아가 한국사회의 시민교육을 둘러싼 논쟁에 합리적 단초를 제공하고자 한다.
